Appointed Aerodrome Superintendent on 9 August 1930. Retired as Director of Civil Aviation in 1952. Interned at Stanley. Oversaw operations at Kai Tak and the growth of civil aviation activities during pre-war and post-war Hong Kong. (Source: Airport of the Nine Dragons). He is mentioned in many aviation books of Hong Kong of the period, particularly the evacuation of flights from Hong Kong on 9-10 December 1941.
