A few years earlier?
The scaffolding in the bottom-right corner looks like the Mandarin Hotel under construction. That opened in 1963, suggesting this photo was taken in 1962, around the time that City hall was finished.

Certainly earlier than 1966 .
North Point Power Station's new and prominent larger single chimney cannot bee seen. This was completed in 1965-66
The Wanchai reclamation hasn't started yet in the picture, this commenced around 1966
In fact this looks like a commercial slide from the way the colours have changed
