I guess this picture was taken at the bottom of Sung Wong Toi[宋皇臺]before it was demolished by the Japanese Army in 1942 for the expansion of Kai Tak Airport.

The photo shown abover seemed to have excessive foreign vegetation. I found an old photo of the Sacred Hill here:

There didn't seem to have anything like that.

Looking at the photo, my guess would be the spiral path leading up to the Guia Hill and Lighthouse in Macau.

I do not have a replicated photo to show. The path, gardens leading up to the hill can be viewed on this website:

it is the pathway leading down from the bela vista hotel in macau - the wall to guia was very different
