The obituary below in The China Mail of Charles Whitley who died in his 60th year which make his birth c.1871/1872. He was a native of Chester, England according to the obituary. There is no regsitered birth for that name, place and date. Either it was registered in a different name, place or time or not registered at all. However, the 1891 census has his birth as Cheshire, England aged 21 years as a prviate infantry in the Wellington Barracks in Elton, Lancashire, hence c.1870 birth, which makes the birth registration at Great Boughton (which includes Chester in its dsitrict) in the September quarter of 1869 the most likley birth registration.
