The Hong Kong Annual Report for 1958 refers:

The second of the multi-storey car parks, to hold 169 cars, was completed during the year on the City Hall site. It will be opened as soon as the present free parking space is required for the erection of the City Hall.

It was operational in 1959 as the annual report for this years reports the loss of free parking space due to commencement of piling work on the site of the City Hall. So early 1959 would be the opening date.
