Hi There,
This looks like a concrete marker owned by Hong Kong Electric Co. Likely there are high voltage cables or facilities around, according to what's encoded on it. Don't know if it is still current though.

H.E.C. is the Hongkong
H.E.C. is the Hongkong Electric Co., as Thomas says.
Then the next line is "E.H.T." for "extra high tension", ie a high voltage.
Can anyone explain the next lines?

If this marker or other similar markers are located near one of those HEC pilons maybe the information is encoded for HEC's maintenance engineers.
