The opening date comes from pg319 of HUNG HOM: AN EARLY INDUSTRIAL VILLAGE IN OLD BRITISH KOWLOON by CARL T. SMITH & JAMES HAYES
I'm not sure when it closed, though IDJ notes:
I think the process plant for the cement factory closed in the late 70s limiting its dust and smoke output, but a bagging plant remained until much later.

Hi there,
Walked through the area last week and found there is still a building marked as Green Island Cement today. That would be right at the seaside at Hok Cheung Street.

The current plant is in Tap Shek Kok, according to their corporate website. Their Head Quarters is still in Hok Cheung Street.
