BAAG citation: "For over two years while Macao was virtually under Japanese control, Captain Cunha as Head of the Police, at great personal risk, continually assisted the British Army Aid Group's underground organization in that Colony. Towards the end of 1944, four American evaders had to be smuggled out of Macao and through the Japanese territory to our forward post; this could only be done by the complete co-operation of the Macao Officials and the police, and their safe escape is in great part due to Captain Cunha's willing help although he was continually being watched by the Japanese."

Carlos Alberto Rodrigues Ribeiro da Cunha, according to Jose Ernesto de Carvalho e Rego Filho in Os Feitos do Capitao Ribeiro da Cunha Durante o Periodo da Guerra do Pacifico em Macau (roughly translated as The Feats of Captain Ribeiro da Cunha During the Pacific War in Macau)
According to http://www.fsm.gov.mo/psp/por/psp_org_9.html, he was Chief of Police 17/3/1941 - 21/3/1946
