Any guesses where this was located?
And are we looking at a trench shelter like the one in Southorn Playground, or something simpler like an Anderson shelter?

Re: Hong Kong, air raid shelter along a street
My guess is the trench shelter was built opposite the former Hong Kong Cricket Club within the grounds of the Cheero Club. The street railing is similar to the photo from Fred Evans.

Ok I'll hand over Craig's carrot award for eyesight! Definitely a match on the railings, though they may well have surrounded the military cantonment area.
That low building (public convenience?) on the right of Forman's photo may help pinpoint the location. Also, it's hard to see, but do you think the far side of the road shows a fence, possibly the one along the edge of the cricket pitch?
RE: Trench Shelter
Yes, the cricket club fence is similar as well.
Re: Trench Shelter & Low Concrete Structure
As the trench shelter was built on rising ground above the level of the road, the low concrete structure would probably be one that stood at the junction of Queen's Road Central and Garden Road.
re: trench shelter
Looks like you've pinned it down - good work.
