The steps and four gas lamps were declared a monument in 1979. It was the first colonial structure in Hong Kong to be given protected status, according to Wikipedia. Exhaustive research of the area and adjacent tunnel portels provided in the HIA.

From HKGRO, tenders for the construction of granite slabs and balustrade fence connecting Duddell Street and Ice House Lane were requested in November 1882. Guessing 1883 as completion date.
