I guess this is the location, as there is a (newer) building on this site with the same name.

Completion Date
Moddsey found an article on page 8 of the Hong Kong Daily Press, 1938-09-09 that describes the new building and says it will be 'completed in three months', so I've set the completion date to be approximately the start of 1939.
