May I ask how to reach PB027 without entering the CSD staff quarters?

So how do you reach the PB027?

I have tried the path next to the Correctional Services Museum and reached to the coast but there was no way to walk along the coast unless you don't mind getting wet by seawater

Wait till the tide is low enough, check the graph attached below for the predicted tidal info. Waglan is nearest to Stanley, so I choose that.
