An employee of the Public Works Department before the war, he worked for the water company during the occupation. He used his position to help Dr Selwyn-Clarke get materials to reconstruct the sewage network in Stanley.
He was asked by Selwyn-Clarke to create a team to interfere with any Japanese attempts to sabotage the infrastructure in the event of an attempt to retake the Colony.
He also took part in the dangerous work of organising relief parcels from Macao.
After the war he became a Commissioner of the Scouts, the second Chinese to hold such a post. On Christmas night 1953 he led 100 scouts in the fight against a large fire in Shep Kip Mei.
