CM notes the cenotaph is visible, which puts it post-1923.

The north wing of the HK Hotel is still there, so it is pre-1926. (Compare with photo http://gwulo.com/node/5721)

The P&O Building, finished in 1924, is there, but looks to still have scaffolding up on the lower floors, so I'll guess 1924 as the photo's date.

Possibly another photo on Kodak 116.

In addition, the Asiatic Building/Shell House appears to be newly built. The building was also completed in 1924.
