An old building in Happy Valley.
A couple of other buildings on this street, #11 and #15, have been documented by the AMO, but not this one.
The Home Affairs Dept database gives 1945 for the year built:

However, the year 1945 in this database seems to be code for "Built sometime before WW2, the records were lost in the war." Since #11 was built in 1930 and #15 in 1932, #17 was probably built around the same time.

From AAB newest record, it is said to believe it was built within 1929-1932.
