John Owen Hughes was a successful businessman and head of the Harry Wicking Co. In the 1930s he served as an Unofficial Member of the Legislative Council. He married Frances Elizabeth Oakley in the Cathedral in 1929.

The South China Morning Post for September 12, 1945 lists Lieut-Col. H. Owen Hughes as one of five members of the Civil Administration just arrived in Hong Kong and mentions that he's a leading cricketer and the son of the late J. Owen Hughes. (p.2)
