In 1951, the Rotary Club of Hong Kong decided to help refugees, especially children, and raised some 200.000 HK$ to aquire land at Silvermine Bay (30 Tung Wan Tau Road) and built a holiday camp.

In 2014/15 The Hong Kong Jockey Club Charities Trust funded a major refurbishment of the facilities.

Currently the camp is run by the Hong Kong Playground Association and named Silvermine Bay Outdoor Recreation Camp.
