DoB from John Black's list, which gives Mr Burgess's occupation in 1941 as Engineer.
I haven't found out any more information about him. A search in HKGRO turns up a Mr Alexander Burgess in the list of qualified auditors for 1941, but I'm not sure if it is the same man or not.
