In January 1919, the Kau Lung Sze Yeuk Kai Fong Ferry Company Limited, the first licenced ferry company, started to operate three ferry routes,
Central Market (Jubilee Street) and Yaumati (Public Square Street),.....
Update 2021-02-16:
Exact construction dates are unknown, probably the pier was opened after the end of WW I. In June1922, it was put out of use and probably demolished soon after.

End of use in 1922
The Public Works Report for 1922 refers:
(a.) Pier opposite Queen Victoria Street.
--As stated in paragraph 107 of last year's report, a contract for the construction of a reinforced concrete roof over part of the pier and the erection of offices, &c., was awarded to Mr. Chan Tai Kee. This work was completed on the 31st May, and in June, the Yaumati Ferry Service was transferred from the wooden pier opposite Jubilee Street to this new concrete pier.
The pier was likely demolished soon after this transfer.
