Patricia's book "Policing Hong Kong" has several pages about this man and his family, and confirms he was Irish.

I've been meaning to get that book!

The basic deatils of Mr. O'Sullivan's disappearance from the Public Gardens are given in the SCMP, May 10, 1930, p. 11.

He was declared dead about a year later, but I can't find that article in my files at the moment.
