Stone in commemoration of the commencement of Praya reclaimation works [1890- ]

Hi there,
I came upon this huge stone monument in Chater Garden yesterday. The most astonishing thing was that it was moved there in 1983. Before I read the engravings I didn't know it was so important. However I could not recall where was the original location.
The engravings read:
This stone was laid by the Duke of Connaught K.G.K.T. K.P. & c. In the 2nd April 1890
In Commemoration of the commencement of the Praya reclaimatoin works.
Sir C. William Des Voeux K.C.M.G.
Governor
A plague at the base mentioned the stone was moved here in 28th August 1983.

Re: Duke of Connaught Stone
The stone is sited more or less in its original location. The stone used to be located near the northern perimeter of the former Hong Kong Cricket Club in Central and was removed for the construction of Chater Garden.
There was also a statue of the Duke on a pedestal at the junction of Pedder St and Connaught Rd Central. The statue was removed by the Japanese Army during WWII and melted down.
