Details: Prat Avenue is a short road in Tsim Sha Tsui. It is (today) about 200 m long and runs from Carnarvon Road to Chatham Road South.

Bishop Manuel Prat was the Vicar Apostolic of Amoy.

'A new road that has come into being with the new houses, now being occupied, on Hart Avenue, Kowloon, is to be named Prat Avenue. The block of flats is named Prat Building, after one of the Fathers of the Spanish Procuration' SCMP

The same mentioned Spanish Dominican Fathers of the Holy Rosary Province (thus Rosary Hill School, Rosary Church) owned properties which included the site of the Miramar Hotel. 

Thank you canticapia. With this information I found the complete name on catholic-hierarchy.org which is Bishop Manuel Prat Pujoldevall, O.P., born in  Gerona, Spain. (O.P. is Order of Friars Preachers).

Read the entry on catholic-hierarchy.org a bit more careful. Manuel Prat Pujoldevall was appointed bishop of Amoy not until 1946. Before this year he was bishop of Mactaris in Northern Africa since 1926. Prat Avenue got it's name in 1921 already, so the information in the SCMP is possibly incorrect.

Page 12 of the SCMP for 4 Nov 1921 mentions the Pope giving a private audience to "Monsignor Emmanuel Prat, Apostolic Vicar of Amoy".

You are both right, and I made a mistake. Bishop Manuel Prat Pujoldevall became Vicar Apostolic of Amoy, China on January 27th, 1916. For whatever reason, he was also appointed Titular Bishop of Mactaris (Northern Africa) on the same day. I overlooked the first entry. Prat was appointed bishop in 1946, he died one year later. I will add this to the street information.
