The highlighted building was still under construction. What was the name of this building? Does someone know when it was built?

If you compare with the one took by John Thomson in c1869, that building was complete.

Thanks. I'm not asking for Zetland Hall.

I'm interested in which year this photo was taken. Zetland Hall was built in 1865, and the photograph taken by John Thomson was about 1869. So I believe my albumen print should be around  1866~1868. I'm interested in the highlighted building which was on the west side of Zetland Hall.

I've copied two Zetland Hall photos into flickr and then linked them here.  I've looked at your building in the high-res links, but no clues, I afraid.

Not much help, but from map 3-5b in Mapping Hong Kong it looks as though the mystery building was on lot IL 617.

Could it be central police station and Victoria prison. My estimate from a map would be that the two were no more than 600 m apart and to the west of Zetland Street. Hard to tell spacial distance in the photo.

The prison is visible, but it is off in the distance behind the flagpole. The circled building has been identified as Pedder's Hill, see: https://gwulo.com/comment/15803#comment-15803
