This building is described on page 49 of All Necessary Steps:

In 1950, the government granted a site at Portland Street, Kowloon, for the HKSPC's use. A centre and creche were constructed with a $220,000 grant from the War Memorial Committee—a benison secured by then HKSPC president, the wealthy Parsi businessman J.H. Ruttonjee, and by Franklin, who had yielded the chair to R. Johannessen but remained on the committee (and was to do so until his death in 1955).

A photo of the building on page 56 of the same document shows the year '1951' displayed on the front of the building below its name, so I've set that year as the completion date.

The 1st phase of the Portland St. Centre including construction of the mid-rise building was completed in April 1988. The 2nd phase involving the demolition of the old building and turning it into a garden and playground was completed prior to Princess Anne's visit on Sep 16, 1988, for the opening ceremony (P.94-95).
