Hi there,
I have no idea yet. But Hong Kong does not have too many places with a long bay or channel with landmasses so close. The problem now is to match the skyline in the background, as well as the spurs in the foreground. Another problem is that we do not know the direction the photographer was facing, not to mention if the photo had been flipped horizontally.
I don't see any roads and there seem to be some huts or tents on the beach by the left.
Let's see how it goes.

No idea yet. The problem is to match the skyline in the backgroun, as well as the landscape in front of it.

I wonder if its around the Castle Peak beaches. One of the few beach areas in such close proximity to other islands, headlands

Almost ! Maybe the location is actually set back a little further inland, on the line of the old road ( which still exists at that location as a lay-by ). The building in the photo must no longer exist, but is presumably near where the marine department signals tower is now ( which can be seen as just to the east of the small un-marked beach at that exact location ).
