I've edited the completion date, changing it from 1918 to 1917. The 1917 completion date comes from item 118 of the Public Works Department's report for 1917, which begins:

118. Taitam Tuk Scheme, - Second Section. - Except as regards a few minor details, this work was completed by the Contract date (21st October 1917).
