These copper "stays" used to keep open windows in position were very common in Hong Kong in the 1960s. I suspect that they were not there earlier when the building was originally built. 

They are functional, although not aesthetically pleasing, and can be dangerous sometimes because of the way they stick out (https://en.wikipedia.org/wiki/Casement_stay).

These are probably the financial donors when the hospital was first built. A typical amount was $5000 (a large amount in those days?) Many donors are well known historic figures in Hong Kong (e.g. with streets named after them etc) Many of them were wearing traditional Chinese clothing and headwear.
