It's Tsim Sha Tsui East. The area at the bottom filled with cars would be revamped to be the Centenary Garden in mid-1980s.

Located at 191 Java Road. According to their website :

Completed in 1991 as the headquarters of K. Wah Real Estates and the companies of K. Wah Group, this 30-storey waterfront tower is the first and only Grade-A office building in Hong Kong to have a private pier.

It is easily distinguishable from other buildings by its turquoise colour.
