This seems to be the last remaining older-style building on the upper part of To Yuen Street (there are other buildings of a similar vintage at the foot of To Yuen Street). It was once a larger building, but was partly demolished at some point, probably to make way for the much larger block of flats next door, To Yuen Mansion (39 To Yuen Street). Evidence of this can be seen on the exterior wall (visible on Google streetview).
Centadata gives the date of first occupation as 01/1957.
