Looks like the bunting and decorations are for the visit by Prince Philip, Duke of Edinburgh in 1959. Smoke from the incinerator emitting from the rooftop of the HSBC.

1951 Queen's Road East

When Queensway was Queen's Road East. We have seen in the Harrison Forman photos from 1940-41 of the blocking-up of pillars of ground floor buildings due to the threat of aerial bombing. I surmise the high walls of the building on the left was for this very reason.
