The old Bank of China building is not built yet. The foundation stone was laid in March 1950, the building was finished in November 1951. So my estimation is early 1950.

I'm sure those with Rolls-Royce or Hong Kong car registration interests will be able to identify this car

I suspect the location is Sheko. 

I'm just guessing the picture's year date date
