This is a very crumpled photo at the very beginning of WRF's 1928-1929 album. I was going to relate it to https://gwulo.com/atom/34562 and the 23 March 1929 Hong Fours one mile race, but I see that WRF has labelled the photo 1928. Was this an annual event? Yes - moddsey has confirmed this in his following posting of the relevant newspaper reports.

This is the team photo of the 4th Submarine Flotilla rowing four who took third place in the race for the 4th Submarine Flotilla Cup in the Royal HK Yacht Club Regatta of March 1929. The team members are listed as GME Grove (bow); RLM Edwards (No. 2); W Woods (No. 3); GC Phillips (stroke); WR Fell (cox).

This is the 4th Submarine Flotilla rowing four in action referred to in moddsey's earlier post. They came third in a race of four teams for the 4th Submarine Flotilla Cup won by the Jardine Matheson team over a distance of one mile. The regatta, held by the Royal Hong Kong Yacht Club at North Point, was reported in the Hong Kong Sunday Herald of 24 March, 1929.

The photo comes from the 1928-1929 album of William Richmond Fell, who coxed the four.

"A Voyage to War: An Englishmans's Account of Hong Kong 1936-41" by Hugh Dulley

A brief description of the book:-

Hugh Dulley’s father (Peter Dulley) and mother (Therese Sander) met in Hong Kong on New Year’s Eve 1935. Four years later at the outbreak of war, Peter, a weekend sailor, was called up in the Hong Kong Royal Naval Volunteer Reserve. He eventually graduated to command an ocean-going tug of 500 tons from Hong Kong to Aden. En route he called at islands still enjoying pre-war peacetime and navigated across the Indian Ocean using a sextant.
