Sir Cecil Clementi - Transfer to Straits Settlements & Malaya -1930

In December 1929 the incumbent Governor of the Straits Settlements (Singapore) & High Commissioner of the Federated Malay States, Sir Hugh Clifford , resigned due to the ill health of his wife. The Governor of Hong Kong Sir Cecil Clementi was promoted to this more senior posting, leaving his Hong Kong position in February 1930.  The December 1929 issue of Far Eastern Review provided biographies of both of these men, from which this post has been extracted

I don't recognize the bald-headed man introducing dignitaries to Sir Murray. Could that be Sir Ivo Rigby, the Chief Justice (1970-1973)?. On the extreme right is Sir Hugh Norman-Walker.

This picture,  taken on my then brand-new Mamiya twin-lens reflex C220 camera, records the arrival of the Sir Murray MacLehose at Queen's Pier on 19 November 1971 to assume office as Hong Kong's 25th Governor.
