Quality_Street: This is the Kellette Bay (奇力灣,formerly known as Kei Long Wan 雞籠環) in Aberdeen Hong Kong.
The cape at the left hand side of the photo is the Lamma Island. The small mountain with a pavilion at its top is where the present Wah Fu Estate 華富邨 located. Before the Wah Fu Estate was built, it was a public graveyard for those who lost their life and bodies not claimed during the previous typhoon disasters.

Charles joined the Hong Kong Police in 1939.  Originally from Dundee in Scotland, he set sail from London on board the Viceroy of India on 25 August 1939 bound for Yokohama.  The exact date of the photograph is unknown but assume it was sometime between his arrival in Hong Kong in 1939 and his internment in Stanley Camp after December 1941.
