Pillbox numbering system

It seems that some of those PBs on HK island share the same numbers, whereas those on the mainland don't have their numbers repeated. 

Are those numbers given to the PBs by the relevant government offices, or are they named in some other way?

Help to save Pillbox 16 & 17!

Please take a moment to consider signing this petition to save some Hong Kong WWII history. 

The link below is to a petition addressed to the LCSD to save Pillbox 16 & 17 near and on Repulse Bay. My reasons for choosing these two pillboxes specifically is because they are in areas where there are a lot of tourists, and are easily accessible for a large number of people, so it makes sense for the LCSD to invest a small amount of money into them to keep them alive as educational pieces for the Hong Kong public.

Monday's walk was one of those 'it's the journey, not the destination' outings. In theory I was going to find the location of pillbox 72, but in any case it was lovely weather, and a good excuse to scramble over some rocks.
