Meeting at Ping Shan between Sir Henry Blake and the gentry and elders of the New Territories communities at which the Governor explained the principles upon which the leased territories would be governed. Sir Henry Blake reading his address to the gentry and elders. Mr. Stewart Lockhart is on his left, with the interpreter facing the camera, Friday 4 August, 1899.
