I remember the Clean Hong Kong Campaign and the Lap Sap Chung promotion quite vivdly in the 1970s. See: http://www.info.gov.hk/isd/40th/13.html
In fact when the blue plastic litter bins were introduced to replace the old heavier metal bins, a few got removed from the streets late at night as collectors items!
