This gym-wheel or hoop originates from Germany (named "Rhönrad") and was invented in 1925 (and also patent-registered). During the late 1920's, this sports equipment was shown on tours in Europe and the USA. 

In 1927, the inventor Otto Feick was invited to England to present his gym-wheel at the largest stages in London as well as to british pilots. 

This possibly is a connection to the wheel in Hong Kong.
