Should be Kowloon City Road with the entrance of the Airport (today Kai Tak) Tunnel. Photo likely from the mid to end 1980s

Yes, it is Kowloon City Road.

The aircraft in the photo was a Cathay Pacific B747-267B, registration B-HIB showing the Spirit of Hong Kong 97 livery. A 'Classic' photo for the then approaching Hong Kong handover in 1997. The photo was taken between 1997-98 prior to the closure of Kai Tak Airport. Aircraft spotting websites may be able to provide the exact date of the photograph.
