Where? from the same lot of the previous photo. Could it be taken in Tsim Sha Tsui as well?

I believe it is taken in Kowloon. Up on the hill, I think that is the Hong Kong Observatory main building.

Looking at this map, http://gwulo.com/node/6708, I'd guess the photographer was on Chatham Road, roughly half way between Observatory Road and Austin Road.
