Can I confirm that this Memorial Stone is located in the Hong Kong (formerly the Colonial) Cemetery? I believe that Napier himself is buried in the Protestant Cemetery in Macau.

Confirmed correct. Yes, Napier was originally buried in Macau but later the body was returned to Scotland. See here . I think there is also a replica of the memorial stone in the Hong Kong Museum of History.

Got to the Silk Road Exhibit earlier and wandered into the free area and found this:

From this small board it would seem the one at the Museum is the real McCoy.
