To me it looks like Harcourt Road looking east. In the back, upon the hill, it looks like Bowen Road. On the right are barracks with a mast (Wellington Barracks?). Most interesting is the Italia pavillion on the right, part of an international fair or exhibition? By the road, pipes are stored (diameter about 1 metre) - for a gas pipeline?
Any other ideas?

Yes, it is the "newly" built Harcourt Road. The Police Married Quarters is the building on the left. See here
