Charles Messer was educated at Merchant Taylors’ school and later, Emmanuel College, University of Cambridge. He was appointed as a cadet in 1897. He was the captain superintendent of the police force from 1913 to 1918 and was promoted to the financial secretary from 1918 until 1931.

He held the post of Captain Superintendent,the title of the chief officer of police until the introduction of " Commissioner of Police ".

Merchant Taylors' School ... not Taylor's Merchant! (I happen to teach there ...)
And, coincidentally, the father of an earlier head of the Force, Walter Meredith Deane was a master at this school.
