Tratman was educated at Clifton College and later University College, Oxford University. He joined the Hong Kong colonial service in 1904 and took up a lot of post like the Superintendent of Imports and Exports and District Officer (He was called Cheuk Tai Yan or Ta Chuek Chai (literally "hitting the little bird")).
