R.O. Hutchison was educated at Rugby School, and later, Oxford University.
He came to Hong Kong as a cadet in 1904. He served as posts below:
- Assistant Registrar General and Deputy Registrar of Marriages, 1907 (GA 1907 no.59)
- Head Of The Sanitary Department, 1908 (GA 1908 no.855)
- Member of board of examiners, 1909
- First Assistant Registrar General, 1909
- Member of the Recreation Grounds committee, 1910
- Head of Sanitary Department, 1910
- Assistant District Officer for the Southern District of the N.T., 1910
- Superintendent of Imports and Exports,1911
- ADC to the Governor, 1914
He was awarded MBE in 1918.
He drowned when he was in the trip of hunting with his colleague, D. W. Tratman, in 1920.
