I checked the government website but was unable to locate any lot with this number. Instead, it's marked STIL111 at this place.

Hi There,

Likely it had been the marker of a previous lease, which had already expired.  Similar example expired market could be found in other area.  I remember one at the base of the retention wall of the present day Dr. Sun Yat Sen Museum at Castle Road.  The marker that I know of is in Castle lane.
