Hi Daniel, this is the Central Star Ferry Pier (3rd location, Edinburgh Place) [1957-2006] and the Star Ferry Multi-storey Car Park [1957- ]. Queen's Pier is outside of the photo on the right.
The small house possibly has been used in connection with the reclamation west of the Star Ferry Pier.

Star Ferry buildings
The 'small house' was something to do with the Post Office, probably for loading mail onto and off the mail distribution launches.
The other rectangular building was either a Jockey Club betting facility or a Government publications bookshop
Government Publication Centre
Have seen a 1971 photo that showed the Government Publication Centre was housed in the larger white squarish building adjoining the covered Star Ferry walkway.
