I think that this photo has been printed in reverse. I took a scan of the photo and flipped it horizontally. Some of the buildings and landscape on the flipped image now match up with other later comparable photos. https://gwulo.com/atom/40797
The three funnelled liner in the foreground could be either the EMPRESS OF ASIA or its sister ship EMPRESS OF RUSSIA of the Canadian Pacific Line.The liner in the dry dock is very similar and may be the other sister ship.
The " Hermes" mentioned in the caption could be the RN pre-WW2 aircraft carrier commissioned in 1924 which was regularly deployed to the China Station in the 20s and 30s.
