Yes, the photo is of the Pavilion erected for the visit by the Prince of Wales in April 1922.
"GOD SAVE THE PRINCE"
There is a large writing on the slope in mid-levels "GOD SAVE THE PRINCE"
And is the pavilion behind Queen's Pier?

It says that the writing on the hill read "God bless our prince", and that the pavilon stood where the cenotaph would be unveiled the following year: a short walk to the east from Queen's Pier.
