The Public Works Report for 1922 refers:

In the early part of the year, a large Pavilion was erected on the site to the West of the Hongkong Club [i.e. Statue Square]. This structure served temporarily as a reception hall during the visit of H. R. H. The Prince of Wales, and was demolished immediately after the Royal Visit. On the same site the erection of a permanent War Memorial is now in progress.

Details about the visit and the pavilion are given in Liz Chater's blog about the visit in 1922. She refers:

The Pavilion was built of lathe and plaster and was only a temporary structure. Measuring 180 feet by 150 feet and able to accommodate 3,000 people.
